Why portainer can not run successfully in docker of windows server 2016?

I followed this tutorial:https://www.portainer.io/2019/09/deploying-portainer-on-a-pure-windows-2019-swarm-cluster/

Here is the code:

All codes ran without any error. Why the portainer does run now?

You have shown there are no containers running.
Running docker service ls should show 2 services portainer_portainer and portainer_agent. You can then do docker service logs service_name to see why
